Increases the maximum safe schools levy from $36 to $50 per adjusted pupil unit for school districts.

Authorizes levy proceeds for peace officers and sheriffs liaison services, drug abuse prevention programs, gang resistance education, school security, crime prevention, suicide prevention tools, and violence prevention measures.

Expands allowable uses to include licensed school counselors, nurses, social workers, psychologists, and chemical dependency counselors for early problem response.

Permits funding for facility security enhancements such as laminated glass, public announcement systems, emergency communications devices, and school climate improvements.

Effective for revenue for fiscal year 2017 and later.
