• Commissioner and board of MNsure must jointly develop procedures requiring qualifying life events and changes in circumstances to be processed within 30 days of being reported.

• Procedures must be developed and implemented no later than September 1, 2016, with commissioner providing guidance and training to county staff.

• Qualifying life events include changes of address, tribal enrollment, dependents, employer-sponsored insurance, citizenship status, marriage, domestic abuse, MNsure enrollment mistakes, and loss of health care coverage.

• Changes in circumstances affecting eligibility for advanced premium tax credits, cost-sharing reductions, and violations of qualified health plan contracts must be processed within the 30-day timeframe.

• Commissioner or board of MNsure may specify additional life events or changes in circumstances beyond the 13 categories listed.
