Establishes a siding production incentive program administered by the commissioner of agriculture, providing payments to eligible producers using forest resources to manufacture siding in Minnesota.

Requires eligible facilities to source at least 80 percent of raw materials from Minnesota (or within 100-mile radius if located within 50 miles of state border), begin production by June 30, 2025, and not begin operating before July 1, 2017.

Provides per-ton payments for forest resources used at a specific location for ten years after production starts, with total annual payments not to exceed $4,000,000 and awarded on a first-come, first-served basis.

Requires forest resources from parcels over 160 acres to be certified by Forest Stewardship Council, Sustainable Forestry Initiative, or American Tree Farm System; uncertified land from smaller parcels requires logger training and forest stewardship plans.

Requires eligible producers to file quarterly claims by October 31, January 31, April 30, and July 31, with forest resource volumes verified by certified public accounting firms before commissioner issues payments.
