Authorizes facilities to use handheld portable x-ray systems that are FDA-approved, have at least five years of documented use history, and include a permanently affixed backscatter shield with at least 0.25 millimeters of lead or equivalent protection.

Prohibits use of handheld portable x-ray systems if the backscatter shield is broken or not permanently affixed to the system.

Requires all operators to complete training in safe and effective use before operating the system, with training records maintained and available for commissioner review.

Exempts handheld portable x-ray systems from certain Minnesota Rules shielding requirements, including requirements for location of control consoles, protective barriers, and visual indication from an operator's protected position.

Prevents the commissioner from restricting handheld portable x-ray system use solely to situations where patient transfer to a stationary system is impractical.
