Changes the definition of "owner or operator" of a dry cleaning facility to include persons who operate or have operated a facility, removing the previous requirement that they own or own real property where the facility operates.

Authorizes the Pollution Control Agency commissioner to use expedited rulemaking to adjust reimbursement dollar amounts in rules for the dry cleaner account.

Transfers $743,000 from the general fund to the dry cleaner environmental response and reimbursement account in fiscal year 2017 for remediating contaminated sites, with a $10,000 deductible for eligible persons, pending enactment of related legislation.

Requires the commissioner to adopt expedited rules establishing reasonable environmental response costs, reimbursement application requirements, and payment rate adjustment processes, structured similarly to petroleum tank response cleanup fund rules.
