Amends Minnesota Statutes section 16C.073 to add standards for state purchase of printer or duplication cartridges whenever practicable.

Requires printer cartridges to meet at least one of three criteria: contain 10 percent postconsumer material, be purchased as remanufactured, or be backed by a vendor-offered take-back program that ensures recycling compliance.

Maintains existing environmental purchasing standards for copy paper, printing paper, binding materials, inks, and publications.

Exempts coated paper made with at least 50 percent postconsumer material from uncoated paper requirements.

Requires public entities to print double-sided documents where commonly accepted publishing practices allow.
