Modifies rate stabilization adjustments for disability waiver services by adding a new "banding period" where rates remain frozen with no enforcement of increases or decreases after the initial 12-month adjustment periods end.

Changes budget neutrality adjustment factors for day services from 1.000 to 1.051 and for unit-based services with programming from 0.941 to 1.017.

Requires the commissioner to seek federal approval for the addition of the new banding period freeze.

Allows MMIS service agreement rates to be adjusted during the banding period to account for changes in individual service needs based on updated service variables.

Exempts rates for recipients served by providers new to a county after January 1, 2014, and providers of personal support services that also acted as fiscal support entities from the rate stabilization provisions.
