Commissioner of Transportation must develop, adopt, and implement best practices for project evaluation and selection by October 1, 2017, after consulting with Federal Highway Administration, metropolitan planning organizations, regional development commissions, area transportation partnerships, local governments, the Metropolitan Council, and transportation stakeholders.

Best practices must describe each selection process, identify ranking criteria and weights, apply all relevant Minnesota and federal law criteria, publicly identify selected and rejected candidate projects, and involve area transportation partnerships in scoring and ranking.

Commissioner must publicize best practices and updates on the department's website and through other effective means, and may update practices as appropriate.

Commissioner must report to legislature by March 1, 2018, on adopted best practices and how they improve consistency, objectivity, and transparency, including public input received and processes for new trunk highway infrastructure planning and capacity expansion.

Procedures for tracking expenditures on the trunk highway system by local units of government must be included in the report.
