• Expands health and safety revenue to include facility security enhancements such as laminated glass, public announcement systems, emergency communications devices, and equipment and facility modifications related to violence prevention and facility security.

• Allows school districts to include remodeling projects designed to enhance physical safety of students and staff in health and safety revenue programs if approved by the commissioner of education.

• Requires safety remodeling plans submitted to the commissioner to describe intended facility improvements and demonstrate that proposed modifications are the most cost-effective way to increase physical safety.

• For fiscal years 2014 through 2017, prohibits school districts from including school generator emission compliance project expenses in health and safety revenue unless they reduce spending on other qualified health and safety projects by the same amount.

• Effective for revenue for fiscal year 2017 and later.
