Expands Minnesota GI Bill program to include apprenticeship, on-the-job training, and professional/educational benefits in addition to postsecondary educational assistance for eligible veterans and families of deceased or severely disabled veterans.

Establishes new subdivision 5b allowing eligible persons to use benefits up to $3,000 per fiscal year and $10,000 lifetime for licensing/certification tests, admissions tests, preparatory courses, and related fees.

Creates apprenticeship and on-the-job training program under subdivision 5a providing up to $2,000 per fiscal year for apprenticeship expenses and $2,000 per fiscal year for on-the-job training, plus job placement credits up to $1,000 each.

Removes $1,000 per semester cap on full-time student educational assistance while maintaining $3,000 annual and $10,000 lifetime limits for subdivision 5 benefits.

Caps aggregate lifetime benefits at $10,000 when combining subdivision 5b with either subdivision 5 or subdivision 5a benefits.
