Authorizes the Iron Range Resources and Rehabilitation Board commissioner to offer targeted early separation incentives to employees aged 60 or older or with at least 30 years of allowable service credit under Minnesota Statutes chapter 352.

Allows the commissioner to offer separation incentives to employees whose positions support Giants Ridge operations and would be eliminated if the agency no longer directly manages those operations.

Incentive program may include employer-paid postseparation health, medical, and dental insurance until age 65 and/or cash incentives that may be used to purchase additional years of service credit through the Minnesota State Retirement System.

Requires employee acceptance to be voluntary and in writing, with incentives offered solely at the commissioner's discretion and subject to majority approval by the Iron Range Resources and Rehabilitation Board before expenditure.

Specifies that unilateral implementation of the program is not an unfair labor practice under Minnesota Statutes chapter 179A and becomes effective the day following final enactment.
