Expands college attendance grant program to serve historically underserved students in grades 9-12 and historically underrepresented college students, with grants awarded to postsecondary institutions, professional organizations, community-based organizations, and other service providers.

Adds three new eligible services: academic instruction programs in mathematics and language arts, supplemental instruction for college courses with high failure rates, and co-requisite college course models for academic support.

Changes grant selection committee from a "grant selection" committee to an "advisory committee" that assists the commissioner in reviewing applications and advising on grantees and grant amounts rather than directly awarding grants.

Modifies program evaluation requirements to include specific outcome reporting on course taking, grade point average, persistence and retention rates, high school and postsecondary graduation rates, and postsecondary academic remediation data.

Appropriates unspecified amount in fiscal year 2017 from the general fund to the Office of Higher Education for this program as a one-time appropriation available until June 30, 2020.
