Allows towing authorities to tow a vehicle involved in a traffic collision or accident when the operator is cited for violating section 169.791 (driving without insurance), 169.797 (driving without license), or 171.24 (operating without valid license), effective June 1, 2016.

Establishes that a person is guilty of a gross misdemeanor if they violate the prohibition on driving without a valid license within 10 years of two prior convictions under the same section, effective August 1, 2016.

Maintains existing towing prohibitions for vehicles with registration expired less than 90 days or at expired parking meters with fewer than five unpaid tickets.

Adds new towing authorization to the existing list of circumstances where vehicles may be towed, which includes snow emergency violations, fire hydrant blocking, bus lane violations, and other safety-related violations.
