• Modifies permit requirements for temporary placement of pressurized flexible force mains used to transport manure for field application in road rights-of-way.

• For state roads controlled by the commissioner: allows up to 14 days temporary placement with permit; requires force main placed in backslope where possible, pumping equipment outside right-of-way, and permits force main to cross non-abutting properties once issued.

• For county highways and town roads: allows up to 21 days temporary placement without formal permit if property owner notifies appropriate county or town at least one business day prior and field application is performed by licensed commercial animal waste technician applicator.

• Notification requirements for county and town roads must include starting and estimated ending dates, description of right-of-way length used, and name of applicator performing field application.

• Excludes controlled-access highways from both provisions and requires force main placement within backslope, not on roadway surface.
