Appropriates $350,000 from the general fund to the Commissioner of Corrections for fiscal year ending June 30, 2017, for a nonprofit organization grant.

Grant funds job skills training for individuals released from incarceration for felony-level offenses within the preceding 12 months.

Eligible organizations must provide housing or rental assistance, employment opportunities, alcohol or chemical dependency counseling when appropriate, and serve a primarily minority population.

Grant recipient must report to the commissioner on spending, results achieved, and data on changes in homelessness, employment, recidivism, and child support compliance among participants.
