Commissioner of Human Services shall adjust disability waiver reimbursement rates for historical rates, residential support services, day programs, and unit-based services effective July 1, 2016 and for each subsequent rate increase.

Intermediate care facilities for persons with developmental disabilities (ICF/DD) shall receive a 5 percent operating payment increase effective July 1, 2016, consisting of 3 percent workforce compensation, 1 percent quality improvement, and 1 percent person-centered services components.

Home and community-based services providers shall receive a 5 percent rate increase beginning July 1, 2016, with the same three-component breakdown (3 percent workforce, 1 percent quality, 1 percent person-centered), applied to 26 categories of services and grants.

Facilities and providers must use 90 percent of workforce compensation funds for direct employee compensation increases, post distribution plans for employee access, and submit quality improvement and community integration projects for implementation by June 30, 2017.

Previous ICF/DD rate adjustment provisions from 2001-2013 are repealed and replaced with the new 5 percent increase structure.
