Appropriates unspecified amounts in fiscal year 2017 from the general fund to the Pollution Control Agency to improve survey tools and data collection on statewide wastewater and sanitary sewer rates and infrastructure needs.

Requires the Pollution Control Agency to review existing infrastructure needs survey data, identify gaps in rates and infrastructure age data, evaluate options for improving future infrastructure need projections, and assess operation and maintenance costs for public wastewater systems.

Appropriates unspecified amounts in fiscal year 2017 from the general fund to the Commissioner of Health to improve survey tools and data collection on statewide drinking water rates and infrastructure needs, with similar requirements to review EPA data and identify gaps in rates, infrastructure age, future needs projections, and operation costs.

Appropriates unspecified amounts in fiscal year 2017 from the general fund to the Public Facilities Authority to conduct a detailed study projecting local government ability to fund water and wastewater infrastructure projects and assessing the funding gap over the next ten years.

Requires all three agencies to submit reports to the chairs of legislative committees with jurisdiction over environment finance by January 1, 2018, and to make collected data available on a biennial basis.
