Defines new gambling terms including "continuation raffle" (multi-stage drawing lasting up to 12 months), "hot-ball bingo prize" (bonus prize when last number matches pre-announced number), and "raffle board" (placard with up to 200 squares for participant names).

Establishes manufacturer standards for raffle boards and disposable sealed placards used for bingo, requiring Minnesota state symbol marking, serial numbers, and bar codes with specific dimensions.

Increases maximum total prizes at a bingo occasion from $3,800 to $4,800 when cover-all and cover-none games are played; allows up to $500 for hot-ball bingo prizes.

Prohibits State Lottery director from offering casino-style games (blackjack, craps, keno, roulette, poker) on electronic terminals, websites, or other devices; requires suspension of instant-win lottery ticket sales through websites and self-service devices at gas pumps and ATMs by October 30, 2015.

Repeals requirements for manufacturers and distributors to file gambling equipment prices with the director and eliminates annual financial audit filing requirement for licensed organizations.
