Prohibits responsible authorities from constructing light rail transit facilities that colocate with freight rail service unless an adequate safety zone is provided for colocated track segments.

Defines "adequate safety zone" as railroad or public right-of-way territory extending at least 50 feet from each side of the railroad track centerline, measured perpendicular to the track.

Requires that adequate safety zones contain no dwellings, buildings, or bikeways (other than railroad or light rail transit facilities) within the designated territory.

Applies to seven counties: Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington.

Effective the day following final enactment.
