Establishes a pilot program under the Commissioner of Human Services to address the shortage of personal care assistants (PCAs) serving individuals with six or more activity of daily living (ADL) dependencies.

Sets reimbursement rates at $22.50 per hour for personal care assistance provider agencies and $18 per hour wage for PCAs participating in the program.

Requires the Commissioner to seek necessary federal authority to implement the pilot program.

Mandates a legislative report by April 1, 2017, to the health and human services policy and finance committees including program design overview, analysis of whether higher compensation alleviates PCA shortage, and assessment of PCA training adequacy for high-dependency individuals.
