Appropriates $950,000 from the bond proceeds fund to the Public Facilities Authority for a grant to the city of Mankato for sewer infrastructure project in the Southview Heights area.

Grant funds cover land acquisition if necessary and predesign, design, construction, and installation of sanitary sewer infrastructure to connect Southview Heights to the city sewer system.

The $950,000 appropriation represents approximately one-third of the estimated total project cost and is contingent on sufficient additional funding being committed to complete the project.

Authorizes the Commissioner of Management and Budget to sell and issue up to $950,000 in state bonds to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
