Repeals Minnesota Statutes sections 103B.101 (subdivision 12a) and 103F.48, which established riparian buffer requirements for landowners adjacent to public waters and public drainage systems.

Cancels fiscal year 2017 appropriations to the Board of Water and Soil Resources for grants to enhance riparian buffer compliance, payments to soil and water conservation districts, and the Department of Natural Resources analysis and mapping related to buffer requirements.

Amends appropriations to the Board of Water and Soil Resources by adjusting funding levels and striking language that would have increased the base appropriation by $11,000,000 in fiscal year 2018 and thereafter for buffer implementation grants.

Removes the authority for counties and watershed districts to issue administrative penalty orders of up to $500 for violations of riparian buffer requirements.

All changes are effective the day following final enactment.
