Amends Minnesota Statutes section 89.0385 to require transfer of certified costs incurred for forest management activities on nonstate lands managed under good neighbor or joint powers agreements to the forest management investment account in the natural resources fund.

Allows transfers for nonstate lands management costs to occur after projects or timber permits are finalized, rather than on a quarterly basis like state lands transfers.

Appropriates $2,500,000 from the general fund in fiscal year 2017 to the commissioner of natural resources for private forest management assistance.

Increases the agency base by $2,950,000 in fiscal year 2018 and thereafter for private forest management assistance.
