Amends Minnesota Statutes section 609.165, subdivision 1d, to clarify procedures for petitions to restore firearm and ammunition possession rights for individuals prohibited by state law due to crime of violence convictions or delinquency adjudications.

Requires petitions be filed in the county where the conviction or delinquency adjudication occurred and served on the responsible prosecuting authority; persons with multiple convictions must file petitions in each county and serve each relevant prosecutor.

Establishes a 60-day minimum waiting period between petition service and hearing, and grants crime victims the right to submit oral or written statements describing harm suffered and their recommendation on whether the petition should be granted or denied.

Courts may grant relief only if the petitioner demonstrates good cause and has been released from physical confinement.

Imposes a three-year waiting period before a denied petitioner may refile without court permission.
