Establishes a low-income uninsured health program for adults age 21 and older with family income at or below 133 percent of federal poverty guidelines who are ineligible for medical assistance or MinnesotaCare and have an emergency medical condition.

Eligibility continues for adults as long as they have the underlying medical condition that gave rise to the initial emergency medical condition.

Covers services described under section 256B.0625 with cost-sharing provisions under section 256B.0631 applying to the adult program.

Creates a separate low-income uninsured children's health program for those under age 21 with family income at or below 200 percent of federal poverty guidelines, excluding those eligible for medical assistance or MinnesotaCare.

Authorizes the commissioner to contract with health plans, provider networks, nonprofits, or health care delivery systems to administer both programs and requires coordination with the federally subsidized emergency medical assistance program to ensure seamless transitions for enrollees.
