Directs the Commissioner of Human Services to exclude demonstration project payments from income and asset calculations for child care assistance, Minnesota Family Investment Program, Work Benefit Program, and Diversionary Work Program eligibility determinations.

Excludes demonstration project payments from income calculations for Medical Assistance (chapter 256B) and MinnesotaCare (chapter 256L) eligibility determinations.

Defines the demonstration as a project funded by the U.S. Department of Health and Human Services National Institutes of Health to evaluate whether unconditional cash payments affect cognitive, socioemotional, and brain development of infants and toddlers.

Applies only if Minnesota is selected as a demonstration site and expires January 1, 2022.

Requires the Commissioner to report to relevant legislative committees by January 1, 2023, on the progress and outcomes of the demonstration.
