Amends Minnesota Statutes 2014, section 137.025 by adding new reimbursement procedures for University of Minnesota appropriations from the environment and natural resources trust fund.

Requires University of Minnesota to request reimbursement for expenditures before the commissioner of management and budget pays any funds, with reimbursement requests specifying expenditures by appropriation.

Commissioner of management and budget must reimburse the University by the 25th day of the month following the reimbursement request, or by the first business day following the 25th if it falls on a weekend or holiday.

University must submit annual encumbrance requests by July 31 for the prior fiscal year identifying anticipated reimbursement amounts by appropriation, which the commissioner maintains as an encumbrance until final reimbursement request is submitted.

Final reimbursement requests must be submitted within 90 days from the last day the appropriation is available to reimburse expenditures.
