Specifies that reimbursements are appropriated to the agency for permit development and environmental review analysis, and that such payments cannot affect the agency's permit approval decision, conditions, or environmental review determinations.

Clarifies that permit applicant reimbursements precede permit issuance, are not contingent upon approval, and that the commissioner must refund any unobligated balance of fees paid.
