Authorizes the commissioner to issue special law enforcement memorial license plates for registered owners of passenger automobiles, noncommercial one-ton pickup trucks, motorcycles, or recreational motor vehicles.

Requires applicants to pay a $10 additional fee per set of plates, standard registration tax and fees, and contribute $25 upon initial application plus a minimum of $5 annually to the Minnesota Law Enforcement Memorial Association.

Mandates plate design include a black line with a blue line of equal proportion above and below it, representing the thin blue line.

Permits transfer of special plates to another qualified motor vehicle registered to the same individual for a $5 transfer fee.

Becomes effective July 1, 2016, and fees collected are credited to the vehicle services operating account in the special revenue fund.
