• Increases the base amount in the county tax-base equalization aid formula from $185 to $190 per capita, effective for aids payable in 2017 and thereafter.

• Reduces the net tax capacity percentage used in the equalization formula from 9.45 percent to 9 percent.

• Increases total county tax-base equalization aid from $104,909,575 to $137,641,510 for 2017-2024, with a separate amount of $108,526,935 for 2025 and thereafter.

• Establishes a minimum aid floor for counties beginning in 2017, guaranteeing each county receives at least 0.27 percent of total appropriation or 95 percent of prior year aid, whichever is greater.

• Repeals the county transition aid provision (section 477A.0124, subdivision 5) that previously allowed counties to receive transition aid at 2007 levels.
