Amends Minnesota Statutes section 260C.301, subdivision 1, regarding grounds for termination of parental rights in juvenile court proceedings

Adds new ground (clause 10) allowing termination when a child was conceived as a result of criminal sexual conduct under Minnesota Statutes sections 609.342 to 609.3451 or similar laws of other jurisdictions

Requires clear and convincing evidence for findings under the criminal sexual conduct clause, but a guilty plea or conviction is not required for the court to make such a finding

Creates a presumption that termination of parental rights is in the child's best interest when the child was conceived through criminal sexual conduct

Allows termination petitions under this clause to be filed at any time, without statute of limitations restrictions
