Establishes regulatory framework for event tickets at publicly-funded venues with capacity of 12,000 or more persons in Minnesota that charge admission fees.

Prohibits ticket issuers from charging prices exceeding the established price plus lawful taxes, except for reasonable service charges for delivery, nonticket office sales, and auctions.

Requires ticket issuers to offer printed paper tickets as an alternative to paperless systems, with tickets transferable at any price and time without additional fees, available in person or by first class mail at least 15 days before events.

Prohibits ticket issuers from restricting resale of subscription or season ticket packages and from denying access to persons possessing resold tickets.

Authorizes the attorney general to seek injunctions, civil penalties up to $500 per violation, reimbursement for investigation costs, and restitution to injured parties for legal and professional expenses.
