Delays the start date for periodic data matching from March 1, 2016 to July 1, 2017, requiring the commissioner to identify medical assistance and MinnesotaCare recipients who may not meet eligibility criteria based on electronic data.

Allows the commissioner to conduct data matching on a random sample of recipients or limit matching to specific subsets based on enrollment date, probability of ineligibility, or other factors rather than matching all recipients simultaneously.

Recipients have 30 days to confirm information or provide reasonable explanations for discrepancies; eligibility cannot be terminated if the recipient is cooperating and needs additional time to respond.

Terminations of eligibility may be appealed through existing procedures under Minnesota Statutes sections 256.045 to 256.0451 and applicable health care program laws.

Changes the reporting deadline from September to December 1, 2017, and annually thereafter, with reports to include the number of cases affected, methods used for case selection, recipients identified as ineligible, terminations made, and cases closed due to failure to cooperate.
