Cities of Cromwell and Wright, and one or more towns (Corona, Eagle, Lakeview, Progress, Red Clover, Beseman in Carlton County, and Haugen in Aitkin County) may establish the Cromwell Wright Area Fire District by resolution to provide cooperative fire services.

District governance consists of a board with one member appointed by each participating city or town council, serving two-year terms ending the first Monday in January, with initial terms staggered by lot.

District may impose property taxes on real property sufficient to cover operating expenses and debt, and the tax is disregarded in calculations of levies under Minnesota Statutes chapter 275 or other law.

District may issue certificates of indebtedness for capital equipment with useful life matching certificate terms (not exceeding five years); issuance requires newspaper publication and voter approval if amount exceeds 0.25 percent of taxable property value.

Cities and towns joining the district may not incur separate fire protection expenses or impose taxes for those services; withdrawal requires notice given only in January with minimum 12 months' notice.
