• Appropriates $12,100,000 from bond proceeds fund to the Metropolitan Council for construction of capital improvements along the I-35W corridor to complete the Metro Orange Bus Rapid Transit (BRT) line.

• Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $12,100,000 to fund the appropriation, with terms prescribed by Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

• Permits the Metropolitan Council to distribute appropriated funds as grants to political subdivisions for construction purposes.

• Takes effect the day following final enactment.
