Amends Minnesota Statutes section 126C.17, subdivision 9a to require school boards exercising board-approved referendum authority beginning in fiscal year 2018 to comply with citizen involvement provisions under section 123B.51, subdivision 5.

Requires Independent School District No. 834 (Stillwater) to conduct a referendum before closing any schoolhouse, with the ballot describing the schools to be closed and asking voter approval.

Mandates Stillwater School District to comply with citizen involvement provisions under section 123B.51, subdivision 5 before proceeding with schoolhouse closings.

Allows the Stillwater School District board to make a final decision to close schoolhouses only if the referendum is approved by voters.

Makes this section effective the day after the governing body and chief clerical officer of Independent School District No. 834 complete compliance with Minnesota Statutes section 645.021, and applies to any schoolhouse closings not yet completed on or after the enactment date.
