Expands the definition of "alternative pupil" in the postsecondary enrollment options program to include 10th grade students not enrolled in public school districts, including those attending nonpublic schools or homeschooled.

Requires 10th grade nonpublic students to have a passing score on the 8th grade Minnesota Comprehensive Assessment in reading, or an alternative reading assessment accepted by the enrolling postsecondary institution, to qualify for enrollment.

Limits 10th grade nonpublic student enrollment to career or technical education courses offered by Minnesota state colleges or universities.

Subjects 10th grade alternative pupils to the same conditions and restrictions as all other 10th grade students in the program.

Appropriates an unspecified amount from the general fund in fiscal year 2017 to the commissioner of education for additional general education aid payments to support the expanded enrollment.
