Requires teacher preparation programs to use the MnSCU program model to provide school year-long student teaching programs combining clinical opportunities, academic coursework, mentorship, coaching, and assessment.

Mandates teacher preparation programs include content-specific, performance-based assessments measuring candidates in three areas: planning for instruction and assessment; engaging students and supporting learning; and assessing student learning.

Appropriates $400,000 in fiscal year 2016 to the Minnesota State Colleges and Universities Board of Trustees to award up to two grants for school year-long student teaching program pilots.

Requires the Board of Trustees to report to the K-12 and higher education committees of the legislature by March 1, 2017, on grant recipients' experiences with the school year-long student teaching program.

Takes effect for the 2016-2017 school year with the appropriation effective July 1, 2016.
