Modifies eligibility for environmental remediation projects to limit manure management projects to facilities with less than 1,000 animal units and require drinking water projects to meet federal drinking water standards.

Adds definitions for biobased content (at least 51 percent), biobased formulated product (at least 10 percent biobased content), biobutanol, and biobutanol facility to Minnesota Statutes sections 41A.15.

Reduces annual production thresholds from 95,000 MMbtu to 23,750 MMbtu quarterly for advanced biofuel facilities and from 3,000,000 pounds to 750,000 pounds quarterly for renewable chemical facilities under incentive payment programs.

Reduces minimum annual production requirement from 1,000 MMbtu to 250 MMbtu quarterly for eligible biomass thermal production facilities.

Increases appropriation for Agriculture, Bioenergy, and Bioproduct Advancement from $14,993,000 to $19,010,000 and extends avian influenza response funding availability from June 30, 2017 to June 30, 2019.
