Establishes an asset test for adults without children receiving medical assistance, applying the same limits as families: $20,000 for households of two or more persons and $10,000 for single-person households.

Extends existing asset exclusions to adults without children, including household goods, business assets up to $200,000, one motor vehicle per employed person, burial expenses, court-ordered settlements up to $10,000, and individual retirement accounts.

Requires the Commissioner of Human Services to request all necessary federal waivers, law changes, and approvals to implement the asset test for adults without children.

Mandates the Commissioner notify legislative committee chairs and ranking minority members of any federal decisions regarding the waiver request.

Effective date is January 1, 2017, or upon federal approval, whichever is later.
