Establishes state policy that every human being has the right to safe, clean, affordable, and accessible water adequate for human consumption, cooking, and sanitary purposes.

Requires all state agencies, departments, and boards to consider this right to water policy when revising, adopting, or establishing policies, regulations, and grant criteria pertinent to water uses.

Does not expand state obligations to provide water or require expenditure of additional resources to develop water infrastructure beyond existing obligations.

Does not infringe on the rights or responsibilities of public water systems.

Designates Section 1 as the "Human Right to Water Act" and adds it to Minnesota Statutes chapter 103A.
