Appropriates $300,000 from bond proceeds to the Commissioner of Administration for predesign of a child care facility on the Capitol complex in St. Paul.

Appropriates $150,000 from the general fund in fiscal year 2017 for staff to oversee predesign, design, and construction of the child care facility.

Adds $250,000 annually to the base appropriation beginning in fiscal year 2018 for operating costs of the child care facility.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $300,000 to fund the appropriations in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI sections 4 to 7.

Effective the day following final enactment.
