Appropriates $7,883,000 in fiscal year 2017 to the Department of Agriculture for animal health ($2,083,000), farm safety ($250,000), and laboratory and emergency response ($5,550,000).

Establishes an agricultural emergency account in the agricultural fund with $3,332,000 in fiscal year 2017 funding for emergency response and preparedness activities for agricultural emergencies affecting livestock, poultry, crops, and other agricultural products.

Creates a tractor rollover protection pilot grant program providing cost-share grants up to 70 percent of costs to retrofit tractors built before 1987 with eligible rollover protective structures, with farmer cost capped at $500 per tractor; program expires June 30, 2019.

Modifies pesticide registration fees and renewable chemical/biofuel facility production thresholds, changing annual measurements to quarterly measurements for production capacity requirements.

Amends environmental review requirements to exempt mandatory environmental assessment worksheets for biobutanol facility conversions and expansions based on facility capacity, and extends availability of agricultural growth and innovation grants through June 30, 2021.
