• Appropriates $2,462,000 for fiscal year 2016 and $6,183,000 for fiscal year 2017 to the Department of Natural Resources from various state funds for ecological resources, forest management, parks and trails, enforcement, and legal costs related to the NorthMet mining project.

• Requires motorboats with enclosed accommodation compartments to be equipped with marine carbon monoxide detection systems meeting American Boat and Yacht Council standards by May 1, 2017, and mandates warning labels on gasoline-powered motorboats with enclosed occupancy compartments.

• Allows residents under 18 years old to harvest wild rice without a license if accompanied by a licensed harvester, and grants tribal band members with valid tribal identification automatic licenses to harvest wild rice.
