Appropriates $20,000,000 from trunk highway bond proceeds to the commissioner of transportation for modifications to the Trunk Highway 610 and Interstate Highway 94 interchange project, including an access ramp from TH 610 westbound to I-94 westbound, roadwork on I-94 south to Maple Grove Parkway, and drainage ponds.

Authorizes the commissioner of management and budget to sell and issue up to $20,000,000 in state bonds for the project modifications, with proceeds deposited in the trunk highway bond proceeds account.

Appropriates an additional $25,000,000 from bond proceeds to the commissioner of transportation to construct the main interchange project or provide a grant to the city of Maple Grove, including a new county road spur, bridges over I-94, and multiple access ramps connecting the three highways.

Authorizes sale and issuance of up to $25,000,000 in state bonds for the main interchange project construction, with proceeds deposited in the trunk highway bond proceeds account.

Both sections become effective the day following final enactment.
