Prohibits executive branch employees from traveling out of state unless the travel is essential to their work assignment, with "essential" defined as necessary to protect the safety or other essential interests of Minnesota citizens.

Modifies Minnesota Statutes section 43A.38, subdivision 2, to clarify that reimbursement for travel expenses is limited to "essential travel" rather than all travel.

Requires the commissioner of management and budget to audit state employee travel expenses incurred between July 1, 2013, and June 30, 2016, to identify amounts spent on nonessential travel.

Mandates the commissioner report audit findings to chairs and ranking minority members of legislative committees with jurisdiction over state employees by February 17, 2017.

Requires the audit to be funded using the department's existing budget with no additional appropriations.
