Increases payment rates by 9.65 percent above June 30, 2015 rates effective January 1, 2017, for dental services provided at nonprofit community clinics in the seven-county metropolitan area where at least 90 percent of patient encounters are with uninsured patients or those covered by medical assistance or MinnesotaCare.

Exempts state-operated dental clinics, federally qualified health centers, rural health centers, and Indian health services from this rate increase.

Requires managed care plans and county-based purchasing plans to reflect the payment increase in their contracts and pass the full amount to qualifying dental providers in the form of higher payment rates.

Amends Minnesota Statutes 2015 Supplement, section 256B.76, subdivision 2, which contains existing dental reimbursement rate schedules dating back to 1992.
