Creates a new permit system for volunteer emergency responders (volunteer firefighters, emergency medical first responders, ambulance crew members, and certificated volunteer ambulance drivers) to operate vehicles equipped with flashing warning lights.

Permits volunteer responder vehicles to display red or amber warning lights (solid, flashing, oscillating, alternating, or rotating) to the front or rear when responding to emergency calls or parked in hazardous locations.

Allows volunteer responder vehicles to be equipped with sirens capable of emitting sound audible from at least 500 feet, conforming to federal certification standards, for use only during emergency response or law enforcement pursuit.

Requires the commissioner of public safety to issue permits based on applications with certification from supervisory personnel (fire chief, ambulance director, or manager), with permits expiring immediately upon termination of volunteer status.

Repeals prior statutes governing red lamps for volunteer emergency responders, consolidating the regulations into updated light and siren requirements.
