• Creates a nine-member Legislative-Citizen Commission on Iron Range resources and rehabilitation with legislative and citizen members to review and make recommendations on the commissioner's budget proposals and establish a strategic plan for expenditures.

• Requires all commissioner expenditures for fiscal year 2018 and thereafter to be approved by the legislature, shifting oversight authority from the Iron Range Resources and Rehabilitation Board to the legislature.
