Appropriates $250,000 to College Possible for college admission and graduation programs serving low-income students through coaching and support at high school and postsecondary levels.

Requires funds be proportionately allocated between greater Minnesota and the seven-county metropolitan area, and limited to Minnesota residents attending Minnesota colleges or universities.

Mandates College Possible hire coaches with similar racial, ethnic, and socioeconomic characteristics as the schools where they will work, to the extent possible.

Requires College Possible provide extensive racial equity and cultural competency training to coaches and staff using appropriated funds.

Requires annual February 1 reporting to legislative committees on expansion, coaches hired, school partnerships, student numbers served, community service hours, and benefitting communities.
